Blizzard's August 27 World of Warcraft hotfixes correct an awkward spillover from PvP balance changes: Demon Hunter's Blur was reducing damage differently in PvE when it was not meant to.
The fix restores Blur's damage reduction outside PvP to its previously intended value. It is the cleanest headline in a wider hotfix batch that also touches Great Vault rewards, raid encounters, class bugs and PvP behaviour.
Blur's PvP adjustment is separated from PvE again
Blizzard says recent PvP adjustments to Blur had been affecting PvE situations. The August 27 hotfix corrects that behaviour, so the PvP-specific tuning no longer changes the ability's intended damage reduction in PvE.

That is a useful distinction for Demon Hunter players because the underlying PvP balance change has not simply been rolled back everywhere. Blizzard is correcting where the adjustment applied, keeping the PvP tuning separate from PvE.
Great Vault and raid fixes are part of the same update
The current hotfix page also includes several player-impacting reward corrections around the Great Vault. Blizzard says players offered Silvermoon Splendor can still select it and receive a Nebulous Voidcore. Raid armour from the Coiled Altar and Ula'tek that came from Great Vault or Voidcore rolls can now be catalyzed, including existing affected items, and some Season 2 items that could not accept a socket have been fixed.
The notes also address raid and class problems rather than focusing only on rewards. Among the August 27 entries, Blizzard fixes an issue that could leave Zul'jan unkillable if he reached one health at the end of an intermission, corrects an Evoker visual that could continue after Emerald Communion ended, and repairs a Protection Paladin interaction that prevented Blessed Hammer from hitting Ula'tek's Venomous Heart.
On the PvP side, Blizzard fixes progress toward the next Vicious Saddle. The hotfix list also includes a correction for Training Grounds: Arena surrender behaviour in the surrounding update set.
It is a hotfix list, so timing can vary
Blizzard's standard warning applies here: some hotfixes take effect immediately while others may require scheduled realm restarts, and some problems cannot be solved without a client patch.
That is why the useful takeaway is not to treat August 27 as one giant downloadable patch. It is a set of server-side and related corrections being applied across the live game, with Blizzard continuing to update the page as more fixes land.
For Demon Hunters, the most direct change is easy to state: Blur's PvP-specific reduction is no longer supposed to leak into PvE. For everyone else, the Great Vault and raid-item fixes are likely the pieces worth checking before assuming an odd reward or catalyst interaction is still behaving the way it did earlier in the week.
Players tracking a specific bug should still use Blizzard's live hotfix page as the final reference, because the list can change after the first publication. The August 27 entries are a snapshot of fixes already announced, not a promise that every current issue has been resolved.
