GTA mods: what Rockstar allows and what it doesn't

Rockstar treats single-player PC mods and Grand Theft Auto (GTA) Online very differently. Single-player mods are generally tolerated within limits, and online modding isn't.

Single-player mods on PC

Rockstar's support article says Take-Two generally won't take legal action against third-party PC projects that are single-player, non-commercial and respect other people's intellectual property.

That isn't permission. Rockstar says the statement is not a licence, doesn't endorse any project, and can be changed or withdrawn.

GTA Online

Don't mod GTA Online. Coverage of Rockstar's policy is clear that online modding stays banned, and it's where account action is most likely. See why unauthorised mods are a bad idea.

Roleplay servers

FiveM and RedM are the roleplay platforms. Rockstar acquired their makers, Cfx.re, in August 2023, and said it had expanded its mod policy to cover them. Servers still have to follow Cfx.re's terms, which reflect Rockstar's rules.

Quick guide

WhatStatus
Single-player mods on PC, freeGenerally tolerated
Selling modsNot covered: the statement is for non-commercial projects
Mods that use someone else's brands or charactersNot covered
Anything that changes GTA OnlineNot allowed
FiveM and RedM roleplayAllowed under Cfx.re's terms

What about GTA 6?

GTA 6 launches on console only, and Rockstar hasn't published mod rules for it. Don't believe a site selling or offering GTA 6 mods. Rockstar's 2025 policy page bars distributing or promoting unauthorised mods or ports, so there's no good reason to expect a shortcut.

How to stay safe if you do mod

  1. Use Story Mode only, and don't go online with mods installed.
  2. Back up your game files first.
  3. Only download from well-known community sites, and read recent comments.
  4. Don't run anything that asks you to turn off your antivirus.

Why did Rockstar change its stance?

In 2017, Take-Two shut down a popular modding tool, OpenIV, and players reacted angrily. Rockstar then published the statement that single-player mods generally wouldn't be targeted. Its later purchase of Cfx.re brought roleplay under its wing too.

Are consoles any different?

Yes. Rockstar's statement is about PC games, and consoles aren't set up for mods in the same way. If you see a site offering GTA mods for PS5 or Xbox, treat it as a scam, particularly if you're asked for your login details.
